اطلقت البعثة الاوروبية لمراقبة الانتخابات اللبنانية 2018 تقريرها اواسط تموز في بيروت، فيما يلي قراءة نقدية لما جاء في التقرير: ألمح التقرير النهائي الذي صدر عن البعثة الأوروبية لمراقبة الانتخابات إلى بعض الانتهاكات الجسيمة للمعايير الدولية لديموقراطية الانتخابات، ولكنه اعتبر أن الانتخابات جرت بشكل طبيعي، ولا تعتبر المخالفات انتهاكاً لديموقراطيتها ولا تؤثر في نتائجها.  في الإطار القانوني اعتبرت البعثة في تقريرها أن الإطار القانوني (القانون الجديد - 44/2017) يلتزم بالمعايير الدولية باستثناء عدالة التمثيل بين المرأة والرجل، وحرمان بعض اللبنانيين من الاقتراع من بينهم عناصر وضباط القوات المسلحة والموقوفون الذين لم تصدر بحقهم أحكام. واعتبرت أن التزام القانون الجديد نظام التمثيل النسبي واقتراع غير المقيمين وتعزيز سرية الاقتراع (من خلال اعتماد القسائم المعدة سلفاً) هي إصلاحات اقترحتها البعثة الأوروبية بعد انتخابات عام 2009، كونها تدابير تعزز المنافسة وتوسّع خيارات المواطنين، مع تأكيدها وجوب اعتماد معايير إضافية لضبط الإنفاق "في بلد يعتبر فيه الإنفاق الانتخابي مرتفعاً بما ينتهك ا...

Citizenship is the combination of rights and duties in a state of law and the social contract between the state and citizens protecting citizenship. This social contract is based on two pillars: first, the state’s commitment in ensuring the full rights of citizens and, second, the guarantee that citizens are fulfilling their duties to the fullest extent.
